Founded in May 2010 by Frank Lucia and Debbie Schoeneshoefer, this all-volunteer organization has been making waves in Elk Grove, California, by helping people experiencing homelessness regain independence and stability.   • Overnight Warming Location (OWL) Cooperative: Winters can be brutal for those without shelter. HART collaborates with city organizations, service groups, and faith-based communities to run overnight warming centers for individuals needing refuge during cold nights.
  • Support for Homeless Children: With over 450 homeless children in the Elk Grove Unified School District, HART works closely with the district to provide assistance. They also collaborate with the Elk Grove Food Bank, which serves around 2,700 people monthly—including roughly 100 homeless individuals.
